Patna: The Bihar government has announced that women across the state will be eligible to receive financial assistance of up to Rs 2 lakh under the Chief Minister Women Employment Scheme, a flagship initiative designed to foster self-reliance among women.
In the scheme’s first phase, 1.56 crore women were each granted Rs 10,000. The upcoming four phases will provide additional funding, contingent on beneficiaries meeting a series of conditions aimed at ensuring the support translates into sustainable entrepreneurship.
Second Installment – Accountability Required
Under the second phase, women will receive Rs 20,000. To qualify, beneficiaries must provide proof of how the first installment was spent. Participants are also required to undergo basic financial literacy training, actively participate in self-help group meetings, maintain continuous savings for three months, present a clear business plan approved by the village organisation, and ensure timely repayment of any self-help group loans.
Third Installment – Training and Insurance
The third phase offers Rs 40,000. Women must complete business training facilitated by Jeevika, submit a business expansion plan for approval, maintain savings for six months, repay loans promptly, and continue three months of bank or post office savings. Beneficiaries are also required to employ at least one person and insure business assets.
Fourth Installment – Profits and Asset Creation
The fourth phase provides Rs 80,000 to women who have generated consistent profit over the previous three months. Conditions include creating permanent assets for the family, maintaining insurance coverage, and saving at least Rs 1,000 per month in a bank or post office account.
Fifth Installment – Income and Market Linkage
The final phase will grant Rs 60,000. Eligibility requires a comprehensive plan for branding, packaging, and marketing approved by the Panchayat Union. Women must demonstrate an average monthly income of Rs 8,000 or more, at least a 50% increase in assets, regular fixed or recurring deposits, and engagement with local or regional markets.
The scheme represents a significant push by the Bihar government to combine financial aid with practical training, accountability, and business development, aiming to transform small-scale entrepreneurship into sustainable economic empowerment for women.
