Patna: Bihar Chief Minister Samrat Choudhary outlined a comprehensive strategy to boost industrial development in the state, directing officials to focus on investment promotion, employment generation, industrial infrastructure, and entrepreneurship.
The directives were issued during a review meeting of the Industries Department held at the Sankalp Auditorium in the Lok Sevak Awas complex. The meeting reviewed various schemes and programmes intended to position Bihar as a major destination for industrial development and private investment.
The Chief Minister said the government’s objective is to enable Bihar to achieve significant progress in industry, investment, and employment generation. He emphasised the need for coordinated efforts to strengthen the state’s industrial ecosystem and improve its competitiveness.
Focus on Investment and Ease of Doing Business
During the meeting, Choudhary directed officials to work towards making Bihar an attractive destination for investors. He stressed the importance of improving the state’s performance in Ease of Doing Business indicators to encourage greater private sector participation.
Officials were also asked to ensure that issues faced by industries are resolved promptly to create a business-friendly environment.
Sector-Specific Incentives Planned
The Chief Minister called for special incentives for key sectors, including food processing, pharmaceuticals, and micro, small and medium enterprises (MSMEs). According to officials, these sectors have been identified as potential drivers of industrial growth and job creation in the state.
He also directed the department to explore opportunities for developing Food Parks under the Public-Private Partnership (PPP) model to strengthen value-added agricultural industries.
Land, Textiles and Startup Ecosystem
To support future industrial expansion, Choudhary instructed officials to expand the state’s existing land bank. The move is aimed at ensuring the availability of land for new industrial projects and reducing delays in project implementation.
The Chief Minister also asked the department to advance efforts towards establishing a Textile Industrial Centre in Bihar and strengthen the state’s startup ecosystem to create new opportunities for young entrepreneurs.
Promoting Rural Entrepreneurship
Emphasising inclusive development, Choudhary directed officials to promote entrepreneurship and self-employment initiatives at the village level. The government believes that encouraging local enterprise can contribute to rural employment and economic growth.
He further instructed officials to ensure the timely disbursement of incentives to new industrial units so that approved projects can progress without financial delays.

The Chief Minister’s directions to the Industries Department include:
- Position Bihar as an attractive investment destination.
- Improve Bihar’s Ease of Doing Business performance.
- Provide special incentives to food processing, pharmaceutical, and MSME sectors.
- Promote entrepreneurship and self-employment at the village level.
- Expand the state’s industrial land bank.
- Ensure timely disbursement of incentives to new industrial units.
- Explore Food Park development through the PPP model.
- Establish a Textile Industrial Centre in Bihar.
- Strengthen the startup ecosystem for youth.
- Ensure swift resolution of issues faced by industries.
The state government said these measures are intended to accelerate industrialisation, attract investment, and create employment opportunities across Bihar.
