New Delhi/Patna: The Election Commission of India (ECI) has issued directions for the stringent implementation of the Model Code of Conduct (MCC) following the announcement of the schedule for the Bihar Legislative Assembly elections on October 6.
The Commission instructed the Chief Secretary and Chief Electoral Officer of Bihar to ensure the immediate application of the MCC across the state. The guidelines will also extend to the central government regarding announcements or policy decisions affecting Bihar.
Authorities have been directed to prevent defacement of government, public, and private property, prohibit misuse of official vehicles and government accommodations, and ban advertisements funded by public money. Citizens’ privacy is to be respected, with demonstrations or picketing outside private residences prohibited, and use of private property for flags, banners, or posters requiring owner consent.

A complaint monitoring system has been activated, including a 24/7 call centre (1950) and the C-Vigil app on ECINET, allowing citizens and political parties to report MCC violations. The Commission has deployed 824 flying squads across Bihar to address complaints within 100 minutes.
Political parties are required to notify police authorities in advance of meetings or processions to facilitate security and traffic arrangements, comply with prohibitory orders, and seek necessary permissions for loudspeakers. Ministers have been barred from combining official duties with campaigning or using government resources for election purposes.
The Commission also prohibited transfers of officers involved in the electoral process and instructed all officials to act impartially in enforcing the MCC, ensuring equal treatment of parties and safeguarding the credibility of elections. Public venues, including maidans and helipads, are to be made available to all parties on a first-come, first-served basis through the SUVIDHA module on ECINET.
Deputy Director P. Pawan emphasised that these measures are aimed at maintaining fairness, transparency, and law and order during the upcoming elections.
