Patna: IIM Bodh Gaya has signed a memorandum of understanding with the Government of Bihar to act as the academic and knowledge partner for the Chief Minister’s Fellowship Scheme, an initiative aimed at improving public administration and policy-making across the state.
The agreement, formalised through the Bihar Prashasnik Sudhar Mission Society (BPSMS), will support the recruitment and training of 121 young professionals from Bihar who will work as fellows across state, divisional, district and municipal levels. Their role will include contributing to policy formulation, development planning and administrative decision-making, with placements ranging from district magistrates’ offices to the chief minister’s office.

Under the partnership, IIM Bodh Gaya will design and deliver an academic curriculum comprising selection support, classroom teaching, field-immersion modules, mentoring and regular performance assessments. The state government will oversee deployment logistics, administrative procedures and financial support for the fellows.
The initiative forms part of Bihar’s effort to build a new cadre of governance professionals equipped to enhance public service delivery, improve policy execution and foster innovation across government departments.
IIM Bodh Gaya has previously trained officers from the Bihar Administrative Service and the Bihar Police Service through programmes focusing on public leadership, decision-making and citizen-centric governance. These programmes have supported personnel working in departments including water resources, transport, planning and panchayati raj.
Dr Vinita Sahay, director of IIM Bodh Gaya, said the partnership underscored the institute’s commitment to national development, describing the scheme as a step towards “Viksit Bharat and Viksit Bihar”. The fellowship, she said, would prepare young professionals with the analytical and leadership skills necessary to support the state’s development agenda and strengthen governance outcomes.
