Patna: Bihar government has taken another step towards the development of its proposed Greenfield Satellite Townships by appointing the advisory foundation of Ahmedabad-based Centre for Environmental Planning and Technology (CEPT) University as the technical support partner for the projects.
The Urban Development and Housing Department said the decision is intended to ensure that planning, implementation and monitoring of the townships are carried out efficiently and in accordance with modern urban planning standards.
What Will CEPT University Do?
The state government has tasked CEPT University’s advisory foundation with providing technical assistance throughout the lifecycle of the projects.
Its responsibilities will include preparing detailed project plans, offering policy support, monitoring implementation, strengthening institutional and regulatory frameworks, coordinating among government departments and resolving technical issues during execution.
Officials said the objective is to minimise delays and ensure projects are completed on schedule while maintaining quality standards.

What Are Greenfield Satellite Townships?
Greenfield Satellite Townships are planned urban settlements developed on previously vacant land.
Unlike conventional urban expansion, these townships are designed from the outset with integrated infrastructure, including roads, drinking water supply, electricity networks, sewerage systems, schools, hospitals, parks, commercial centres and other civic amenities.
The government says the projects are intended to accommodate future population growth while reducing pressure on existing urban centres.
Why Is Technical Support Needed?
The proposed satellite townships involve multiple agencies and departments responsible for land development, transport infrastructure, power supply, water resources, environmental management and urban services.
According to the Urban Development and Housing Department, appointing a specialised technical partner will help improve coordination among these agencies and facilitate smoother project execution.
CEPT University will also assist in addressing technical challenges and ensuring that planning aligns with long-term urban development goals.
