Patna: In a bid to enhance transparency in land transactions and property registration, the Bihar government has decided to create separate land classification registers in all districts. The initiative aims to streamline the process of land purchase, sale, and registration by ensuring uniform categorisation of land across the state.
Under the new system, detailed surveys will be conducted at the circle level to determine the classification of land parcels. The Registration Department has assigned responsibility for implementing the exercise to District Magistrates and Circle Officers.
The Inspector General of Registration has issued directives to all District Magistrates, District Sub-Registrars, Sub-Registrars, and Circle Officers, instructing them to ensure compliance with the new guidelines.
According to the departmental order, the land classification registers will be reviewed every three years to assess changes in land use and development patterns. Authorities will examine whether rapid urbanisation or infrastructure growth has altered the category of land in specific areas. Based on fresh surveys, necessary corrections will be made to the registers.
However, in the rapidly developing Patna Metropolitan region, the land classification registers will be updated annually to reflect changing ground realities.
The order clarifies that the land classification register is being prepared solely to meet the requirements of the Registration Department and should not be treated as a substitute for the official khasra register.
The state government has already standardised land categories across all districts by dividing them into four zones: urban, rural, metropolitan, and peripheral areas adjoining cities. The new classification framework is expected to bring greater consistency and transparency to land registration processes throughout Bihar.
